Not carrying out an Electrical Installation Condition Report (EICR) can pose several dangers and risks:

Ideally yes, to carryout the EICR correctly there would need to be periods of turning off the power, there are some exceptions where power does have to remain on (such as IT server rooms). Alternatively if no circuits can be turned off at all, then the testing would be limited to that, and the certificate would reflect that.
It is dependant on the installation type, a dwelling is very different to a commercial premises, where time is money. But all down-time can be arranged so that is causes the least disruption as possible. Sometimes there is a requirement for out of hours working.
